Over the past four decades, David’s managed the preparation of two dozen comprehensive plans in Indiana, Kentucky and Michigan. 

Through the Indiana Office of Community & Rural Affairs (OCRA) and INDOT I-69 Community Planning Grants, he created eight plan commissions and prepared their

first comprehensive plans.
